What should i do about my skin becoming randomly dry?

So i woke up a few days ago and my skin on one side of my neck was a little dry, the next day it got dryer, and it started spreading to the other side of my neck. Now the dryness is starting to spread to my shoulders and my chest. My skins so dry that it looks like its cracked and going to bleed. So what should i do?
