My steering wheel wont work?

about 2 days ago i been experiencing steering wheel problems, i got a 1993 honda civic hatchback 3dr dc, if i try and turn my steering wheel, it will turn but my wheels wouldnt... it feels like its hopping over teeth cause all you hear is cracking noises. I took my dash apart and it doesnt seem that the problems inside the car, i think its under my engine somewheres ? please leave a comment on what you think it is, that would be great thanks!
